It is called the Energy Policy Act (EPAct) and sets the standards. For instance, toilets sold after 1994 could only use 1.6 gallons per flush (GPF), and faucets 2.5 gallons per minute (GPM). Showerheads could not spray more than 2.5 GPM. Any toilet before 1994 uses 3.5 gallons a flush and should have its toilet replaced.
